Public News Changes

Hello guys,
Now all officers and generals have the ablity to recruit. No more recruiting council. Also, "Elite Members" section was added, only 4* and higher can grant you that title. For more information talk to General Caffeine.

Changes-
-All officers can Recruit.
-Now the author, can modify or delete his/her own news post.
-Correct Army rank names, and insiginias
-"Elite Members" page for all the elite members

Even back in the old days when east D2X was the way to go, D2X tournys never really worked. Half the people who sign up don't show, and then it turns into just asking ppl on your /fl to come and play. Now, since east D2X is basically dead, I am not even going to bother. You make one; Prove me wrong. I would show if you made one, I just don't know how many others would.
